england and india that the i.s.i. has ties to some militant groups some associated with al qaeda, some associated with kashmiri islamists, some associated with the ha cabny network in afghanistan. you would at mid-there is a lot of suspicion coalesced around this. haqqani. this is not an enormous left turn to suggest there might be elements within the pakistani intelligence agencies that have sympathies. i mean, for god's sakes, we tier ones that worked with them to make holy war in afghanistan when we were fighting the russians. so we know that it's possible. >> rogue elements within a few of them is possible. but if you think i.s.i. as an organization had some other plans than what it is showing, that is wrong. that is what is objectionable. that is an intelligence organization which has been delivering since 1979 when we fought the soviets together and it was i.s.i. in the forefront they're delivering. then onwards. now i.s.i. does whatever the policy of the government is whatever they are ordered to do. when you're talked of india, that's a different story all together. i.s.i. and

condemned the bomb attacks in india earlier today offering the nation's condolences and saying the united states government will continue to monitor the situation. at least 21 people were killed and 113 injured after three bomb blasts rocked the financial capital of mumbai. officials say one attack came in the crowded neighborhood in the center of the city and in the jewelry market and an area near the opera house. the attacks happened at a time when tensions are high between the u.s. and india's ah enemy pakistan. reza, what is the strategy of multiple bombs in multiple locations? tell us about both the motive and the likely perpetrators of these attacks. >> well, it certainly bears the hallmarks of a group like lashkar-e-taiba, of course, the group responsible for the devastating 2008 attack on mumbai. at the same time, i think investigators are saying that the relatively small scale of this attack and the fact that the bombs were rather crude. there were actually ieds, martin, incates that it could be an indigenous terror organization, an organization known as the indian mujahadin whic

to hospitals. we know in the last few minutes, india's highest security force, the nfg, which is the national security guard, that they have been deployed and they will be reaching the sites of the explosions as well. we have learned recently that improvised explosive devices were used in all three explos n explosio explosions. one of the explosions went off on a car, one on a motorbike, and a commander team is on their way at the moment. >> do we know who is responsible for these bombings? >> reporter: we do not. we absolutely do not know that at the moment, and the government is being very careful at the moment not to say too much. they have not even declared these terrorists attacks as of now. they have jumped on it, we have seen flashes across all the local channels that someone strikes mumbai once again. we have to repeat and make clear that the government has not categorized this as a terrorist attack yet. at the moment, nobody is speculating about who might be behind these attacks. it's still too early, and at the moment they're just focusing on getting people to hospitals, getting pe

that if congress fails to act, the rating could slip. this is "bbc news," still ahead. india on high alert. security has intensified after the bomb attack. now to afghanistan where five people were killed today in a blast inside of a mosque. the attack was carried out by a man who hid explosives in his turban. this took place during a memorial service for president karzai's brother, ahmad wali karzai. four more of his brothers and the governor of kandahar were in the mosque at the time but they were not heard. >> and other deadly attack in the heart of kandahar. officials were attending a service for the president's brother when the bomber struck. the police security area. among the dead, an influential clear -- among the dead, an influential cleric opposed to the taliban. the brunt of this attack was borne by ordinary afghans. late on wednesday, six villagers died in a raid during an operation to flush out insurgents from near the pakistan border. among the victims, women and children. this has led to a wave of anger among afghans. the protests have taken place pressing for the withdrawal

. >> the prime minister of india has expressed his deep condolences and has announced this to the victims' families. the minister is going to investigate why this happened. apparently, what happened, told by officers, the bus with 100 passengers from a wedding party were returning, full of joy, dreams, and when they were trying to cross the railway line, the driver perhaps could not see the train was coming and the bus was hit by the train engine. it was dragged up to 500 meters. many people were on the roof of the bus. they were thrown a great distance. those inside of the bus were trapped. because it was in the night time, and it was dark and it was a wedding party, they tried to clear the dead bodies. the track has been cleared, the train has been moved on, and the dead bodies have been taken to a local district hospital because of the post mortem. about 40 people were admitted to three hospitals and officials are trying to track down how many dead at and injured and trying to organize relief. >> ok, thank you for the latest on that tragic accident. >>> millions of people in east afric
